I cant figure out the problem.

This is CPU bottlenecking. Your GPU isn't able to hit 100% usage (where it needs to be) because your CPU is too slow to allow it to. As for the ram, are you running 4x2gb (4 sticks 2gb a piece) or 2x4gb (2 sticks 4gb a piece)? Just curious as its confusing how you wrote it. Generally speaking, you want to have matching ram for stability and speed reasons. You force all of your sticks to run at the lowest frequency of the bunch, so even your 1600mhz stick(s) is running at 1333mhz.

 

Would I upgrade to the 4460? Probably not. If you plan on buying new ram anyways you should shoot for something on the DDR4 platform. Take a look at some Ryzen CPU's.

I have an i3 4160, gigabyte h81m-S2pv,4*2 gb ram(One is 1600Mhz and the other is 1333 mhz) and a 1050ti, WD Blue 7.2k RPM 2tb HDD and another 5.4k RPM Toshiba 500gb(The OS is Installed on this HDD).

My problem is im getting too much lag. On most of the games give me unreasonable fps and 40% of the times the fps drops to 5,10,15. i also play PUBG mobile on tencent gaming buddy and most of the time the fps goes up to 45 and then goes down to 15 or 10, i have also noticed that the processor dose not get to the mas frequency it gets to 3.58 mhz. should i just change the Processor to a i5 4460 and get new matching ram? and also i used MSI afterburner on tencent gaming buddy and saw the processor stays above 90% and the gpu at 65%, 70% or 75% .What should i Do?

Sorry my bad its 2*4gb and i Don't have that much money, i have someone who is selling the processor 2nd hand, and I'm gonna buy a single stick 1600mhz 8gb ram, that's all i can afford for now. So should i do it? I can't play games comfortably. My question is will i face the same problem with the i5 4460 or is it the ram that's causing the problem ddr3 just not enough for the 1050ti. Help me out please

You won't be able to use 3 sticks together reliably. The i5 will certainly give you more headroom and improved performance, but I would shy away from that ram. Your current ram configuration is fine.
