I had an ASUS Prime Z370, i7 8700K 16GB 

One day (3 days ago) it froze on my no blue screen, nothing... I tried CAD no response, turn the power off, turned is back on black screen.. *didnt panic* opened it up and found the DRAM indicator LED lit.. So I removed and reseated the RAM< nothing, ok.. Went and bought new ram, SAME THING O.o ok... So I went and bought an MSI Z390 Plus, used the NEW Ram with my current Power Supply, and CPU.. and still got the DRAM LED on that board too! 

Is my CPU dead? Do I need a new power supply.. Im stuck, and a littler frustrated. Please help.

Same thing happened to me I think my cpu overheated.  All I had to do was leave it a couple days and the light went off.  Sounds like you are having a different problem though.

I have a Nactua cooler and it wasnt over clocked.

You can go buy a cheap atx power supply tester to make sure the PSU isn't the issue. My guess would be that the CPU is dead, since I think there would be other lights if it were the PSU.

Try removing the CPU and see if it will beep.

And then try removing just the RAM. 

But you'll need this: A speaker

bad CPU installation, damaged gold cpu contact pads, too much mounting pressure from your cooler, or a faulty cpu memory controller can cause these issues.
