Good Craigslist Deal or Rip Off?

I'm looking to buy a budget gaming PC, and I found one on craigslist.  I know a fair bit about pcs, but i just don't feel comfortable knowing if something is a good deal or not.

$470 (usd)
Intel Xeon CPU X3450 @ 3.8GHz with 4Cores and 8Threads
RAM -8GB DDR3 1600MHz
GPU- MSI ARMOR RX 480 OC 4GB
PSU- Insignia 520W ATX Power Supply
MOBO- Gigabyte H55M-UD2H

It does come with a (in my opinion) nice looking case with RGB, so...i dont know if that factors into this at all. I could really use all the help i could get

overpriced. i wouldnt pay more than 300$ (ish) max. (hardwarewise, value the case however you like)

it might be a Xeon, but it is old. its not the 8GB model rx 480.

used Optiplex, new PSU and used R9 290x is a better deal.

I've watched the $69 gaming pc saga like... six times now. I just worry about part compatibility.

I'm not concerned with playing games at 4k ultra settings or anything. I currently struggle to game on my HP Spectre x360 from 2015, so I just want ANY type of upgrade.

check for office building selling their Desktops, schools or etc.

buy a 150$ system with a 3rd or 4th gen i5 (make shure it isnt a inverted layout with the motherboard on the wrong side. (IE left side of the case when looking from the front is inverted, right side is regular).

make shure it has 8GB of Ram.

grab an CX550 (2017) from retail.

then find a used R9 290x for about 80-90$.

find a 20$ SSD from retail.

you get a better CPU than in OP, same GPU, much better PSU.

The only thing that has any real value is the RX 480, which would be worth maybe $125-$150.  The Motherboard may be worth $50-$70 to someone who wants a H55 motherboard, though there's probably few of those people around these days... 8GB of DDR3 $20. Really worth $250 tops for that system. $300 at a stretch if it comes ready to go with OS installed and you just need to hook it up to a monitor and keyboard.

That PSU brand new is something like $25. And even then it's $25 too expensive. That would definitely need to be replaced if you don't want your house catching fire.

For $450 you can get a lot better deals, including a new PC. Keep an eye on craigslist deals and see if you can get a RX480 or similar for around $125.
