Budget streaming CPU?

I want to build a budget, sff (or at least small) PC that will be used as a secondary streaming PC (with NDI, however capture card will probably be brought in the future). I need a decent CPU that doesn't use much wattage. Just to stream, I don't care if it needs DDR3(1333mhz or above) or DDR4. I know I could go out and buy a second hand business machine but I want to build it myself and I would like to have either slightly newer or slightly better specs, because an i5-2400 is not what I imagine streaming capable. I don't want to sound picky I just can't find one online cos every other person I've seen asking was asking for a streaming & gaming CPU.

a ryzen 3 2200g is fine, you could probably go cheaper but thats what came to mind for me.
