For my custom computer case i need a way to mount a gpu with something like the picture attached:

 

As i dont have many tools, but am going to waterjet a steel plate my plan was to cut holes for the things that the gpu to fastens to.

I dont know what this is called which is why my description is so poor, but i need to know the length of these (red)  aswell as the lenght of the spaces (blue)

 

If anyone know this/ where to find this that would be greatly appriciated.

That portion in red is just a stamped and bent metal tab, it depends on the case as some do not have that in place and just rely on vertical slots cut into the motherboard tray to use as support for the PCI-E card. Both ways work just depends on the design and how it's done. If you provide them the engineering drawings from the protocase site they can draft something for you but for a cost. 

 

For case fabrication make sure the place has a metal punching and brake capabilities, water jetting can work but is not as ideal for case manufacturing.
