Windows XP and 7 - Keep GPU disabled

Is there a way to keep Windows XP and 7 from enabling a GPU every time it boots? I want each to have their own and ignore the other one without having to resort to UNRAID. I don't want to use both OSs at the same time and every VM I try doesn't use the GPU for acceleration and games, so they're useless and awful.

 

I'm using an 8800GT for XP and a GTX 1060 for Windows 7. The 8800GT can't use drivers newer than 342 and the 1060 isn't supported on XP at all.
