My 1050 ti needs to get -100Mhz from core clock in order to run, why ?

yes, he was the one who told me to lower 100mhz core.

(he wasn't the first owner of it he's just a reseller)

Oh I see, not much you can do then. Well if you're fine with the -100hz, and if this covers your needs, then by all means run it as is. It should be ok.

thing is I got it for a fair price, but I'm worrying if it's very serious that it could maybe die soon. I want to know because in this case I would return it since I know him personally and I think he'll accept. but if I don't have to worry about it I'd like to keep it, and I have no problem running it -100 MHz

Do you have the original packaging for it? If so you should still be able to RMA the card.
