New monitor acting up

So I just bought a new monitor that is second hand, an LG 23MP65. I've paired it along with my older 22MP45. Since I bought it I've noticed a couple of things:

-imbeded youtube links in discrod are glitching out, the progress bar is popping in and out of existance, and in the center of the screen the video looks like its pausing and unpausing repeatedly- like i am holding down the space button. Also the timer is pretty much stuck on a loop going back and forward 1 second.

-in windows settings clicking forces the window to go into focus, but a second later it goes out of it.

-closing or minimizing windows makes the screen flash white for a fraction of a second or makes all icons on the desktop refresh.

 

I've tried many things along with - turning on/off fast sync, changing numerous settings in the monitor settings, updating monitor drivers, changing monitor cables, pushing the cables firmly into the ports, turning off hardware acceleration in discord(which worked, but after turning it back on it still hasnt reapeared, which is weird).

The weird part is that it seems to happen whenever it pleases - turning on or off settings may fix it temporarily(until tomorrow) but reverting the settings to their old state won't make the monitor glitch again. Also sometimes rebooting also temporarily fixes it. The glitch seems to be affecting my other monitor as well, but when I unplug the new monitor the problem completely disappears from the old one.

Is the monitor faulty? Driver/setting problem? Please help me out.
