Weird title right!
So we ordered a 2060 (Asus ROG) for my friend the day it launched to replace his 970, took few hours to arrive but it came (no bf5 tho). We did a fresh install of windows on that way, installed the latest drivers but we also left the 970 plugged in so we'd use later for streaming/encoding with OBS. Seemed straight forward, the benchmarks we ran gave us good scores, temps were good, fans were silent, all good basically, when we started running games it almost did worse than the 970 in some games at least!
We got a ryzen r5 1600 with 16gb of ram 3000mhz nothing too supreme but still not bad, we tried rainbow 6 on ultra, we got around 160fps and after comparing it online to find around same results we thought its all fine, tried CSGO on medium we got avg of 210fps, and min of 180fps and this one was kinda weird, tried Warface which is a very uncommon title (made by Crytek) and the fps was fluctuating  between 110fps to 180fps, its not optimized at all so no comments here.
When we tried to stream rainbow 6 using the 970 nvenc x264 encoder the FPS went down by 40fps, even tho we selected the 2nd GPU in OBS settings, when we tried to stream using the 2060 itself with same settings, the FPS hit was way smaller, like 10fps by max. we restarted the Pc couple of times, remove the driver with DDU, reinstalled it, windows update.. basically tried to see whats the issue but still same result.
We removed the 970 and tried the 2060 on its own, and we tried streaming also with same settings, FPS didn't drop this time, but the game stutters and freezes a lot! we tried to reset the windows again, but only plug the 970 after all is working well! still same result but the stutter was fixed.

I am not sure if these issues are cause the 2060 is still in its early stages and need some driver updates or is it some windows 10 issues, I did notice, in the display settings then graphics settings, where you chose which app to use the high performance GPU or the Power saving GPU, the 2060 was both of them! even tho the 970 was plugged in.
May I hear some thoughts of feedback, if anyone tried to play on a gpu and stream with another one, or tried the 2060 specifically.
Also, why does the game performance gets hit so hard (40fps) when streaming, even tho Im using a dedicated device for it in OBS (The 970).
Hope I explained all well, it was frustrating.
