Adobe Premiere

Question, a friend is looking for a new PC to do editing and he uses premiere 5.5 I believe.  Is that CUDA or Open CL or is it really nonexistent?

 

EDIT: So with Adobe Premiere 5.5 (Not CS5.5) Would you recommend an A8-6500 or a athlon 740+HD7770GHz?

It has support for CUDA and OpenCL (or GL, forgot)

So then, what specs would you recommend on a budget.  He's using 5.5 not even Adobe Premiere CS, it's from 10 years ago.  Should I focus on say a 750k and a GTX 650/HD 7770 or just get an FX-6300 and a media card?
