As far as I'm aware, Bluetooth 5 isn't widely available yet; so you're going to be stuck with Bluetooth 4 for the moment.

I also don't believe that there are any exclusively Bluetooth PCIe cards out there, they are all Wifi+Bluetooth.

 

I got the Asus PCE-AC55BT for my media PC. It lets the PC connect to AC wifi and connect to bluetooth Xbox controllers. 

It is Bluetooth 4.2.
