Need help upgrading PC

Hey guys, so I'm currently trying to run VR smoothly with no lag (specifically beatsaber)

 

Here is what I have now:

16 gb ddr3 ram

Gtx 970

i5 4670k

 

I have heard from a lot of people that upgrading one thing means I have to basically upgrade everything, since it has a new chip? So for example if I tried to run an i7, i'd have to get a new motherboard and DDR4 ram.

I just need some help changing out parts. I have a decent amount of money to spend, but I want something thats gonna get me no lag. My friend also wants to sell me his gtx 1070 for $240.

 

My friend recommended me something like:

-AMD Ryzen 5 2600 Processor with Wraith Stealth Cooler - YD2600BBAFBOX ($160)
-MSI Arsenal Gaming AMD Ryzen 1st and 2nd Gen AM4 M.2 USB 3 DDR4 DVI HDMI Micro-ATX Motherboard (B450M Bazooka) ($84)
-Gtx 1070 ($250)

If you have a decent amount of money then, you should go for a 9th gen chip i5 9600k or an i7 9700k

, of course with new ram at least 3200Mhz.

For VR you really need a good GPU for decent FPS.

I'd go ahead and either get 2 4GB chips or 2 8GB chips (memory kit) for your RAM as well.  Dual channel is a nice boost to performance.

Haswell i7's don't need an upgrade at all (so, those with i7-4xxx).

Yes, you should get that, but switch out the B450M Bazooka for a B450M PRO4 or B450M MORTAR, as the Bazooka isn't that good of a motherboard.

would this be enough to run beatsaber with no lag?

Yes, the BAZOOKA just has worse VRMs so you can't overclock as well

Seems a bit overkill and don't really have the money for that, would there be anything cheaper that would work? I don't have 550 to drop on a processor right now.

Is there a little bit more expensive of a cpu that I could go for? I want something a bit better but maybe like 50 dollars more?
