CA and EAC certified monitor means?

CE: CE marking is a certification mark that indicates conformity with European Economic Area (EEA) standards.

 

EAC: Eurasian Conformity mark,  indicates conformity with Eurasian Customs Union standards.

so basically it can withstand the highs and lows of the temperatures of Eurasian nations? 

also, out of those 2 monitors , which is better?

It's only a general electrical safety requirements conformity, it does not mean it's validated for use in extreme temperatures. Check with the manufacturer or refer to the datasheet for more information.

Out of the two monitors, both are fine for general use. BenQ is a VA and AOC is an IPS, yet both has comparable color gamut. BenQ one has better response but less power efficient, while the AOC one offers better connectivity and VESA support but lesser response time.

Both of them are quite old now, I don't necessarily recommend them at this point unless you find a really good deal. You'd better off find something else that is newer and available.
