Do you know what I could over clock the amd to?

I would go for a closed loop cooler if you wanted decent temps and a possibly higher OC. I've heard of people getting rid of Hyper 212 EVOs on overclocked 8320s because they sound like a jet engine taking off when they play BF4 or something that stresses the CPU. Maybe go for a Corsair H80i (they're something like $90). Above that, don't get an H100i unless it's on sale. Better value on Swiftech H220s if they're actually in stock somewhere still.

If you wanna spend less, look into a Noctua fan + heatsink. Believe there's a handful that range between $40 and $70. Should perform better at lower noise levels than a Hyper 212/TX cooler.

Depends on the voltage. If you can keep the voltage under 1.4v and keep it stable, probably 4.2-4.5. After that, I can't really be sure. Take into consideration that every chip is different and yours might not be stable at 4.2-4.5 at 1.4v. But it's still a good baseline.

Any 120MM AIO is junk, you can get a better air cooler for the the same price as all of them

What air coolers, exactly? I only know of a handful that are decent, and wouldn't the H80i be quieter anyway? Fill me in as I've not discovered many that are good, and I've been looking for the past day or so for anything at all that is comparable to AIO kits.

I forgot to say earlier that a Hyper 212 EVO is pretty much all you can get for cheap, good air cooling. You probably can't get supreme OC or anything that doesn't get loud but it's great for it's price.

Noctua NH-D14 does just as good in most cases, as long as there is proper ventilation.

Hyper 212 beats a H60, Dark Rock Pro 2/NH-D14 beats a H80i. And the H80i probably won't be quieter than something like a Dark Rock Pro 2 because of the pump and there is still 2 fans on it

Dark Rock Pro 2 is definitely good, but I haven't managed to find it in stock anywhere over 2 months and gave up. What would you say about the Shadow Rock 2, though? That's significantly cheaper than either cooler + H80i, but as far as I know it's not as good (at least it's in stock some places). Noctua coolers speak for themselves, they're good but some are big (Edit: not that size is relevant here).

Probably just as good as the H80i

The Hyper 212 EVO is really a nice and cheap cooler. NH-D14 is also a solid choice if you want to spend more money.

Hyper 212 evo has really good performance for the money. I have 3 friends who use it and they love it. I use a corsair h60 and I have good experience with that too if you decide to spend a little bit more and opt out for water cooling.

A Noctua NH-D14 if you want to spend more, and get almost H80 like performance (with proper airflow, of course). Just throwing that out there as well.

I got my 8350 to 4.4GHz at 45C on the Hyper 212 EVO. Buy an additional or two better fans for it and cooling is great.

Good thermal paste helps, if you get the Arctic Silver and actually let it cure overnight (I didn't...), it helps a LOT with cooling, by a few degrees I think.

$40 for a relatively good cooling system with decent sound.

if you have to insist you think for yourself, i'm not going to believe you.
