High cpu usage and low gpu usage +(pictures)

Isn't there a setting that  actually let you choose if you use integrated graphics or GPU for a given program? Maybe that's the case? 
Not sure if its inside GTA or maybe in power management?

this is using  an 8 gen chip and ddr4 which is optimized to handle faster speeds better and a game that is designed to take advantage of this. not mention he monitor is 165hz. any over 165hz makes for tearing anyways. 

this is not the problem at hand anyway. the issues is the OP's hardware is not getting utilized properly

 

After re-reading through the thread

   did we double check that the monitor is plugged in to the gpu and not the motherboard?

   

graphics in game should be a mix of high and low to help reduce the load on the cpu and increase the load on the gpu.

things like view distance and texture should be high

things like post processing should be low

 

the OC might be be unstable. even tho it is auto tuned.

   OP said he couldn't reset

    save a profile in the bios for current settings

    under the exit tab in bios there is an option to reset to optimal defaults

 

   is the monitor a 144hz OC to 165hz?

   this maybe causing a issue revert to 144hz if true.

 

 

once the issue for hardware is being utilized has be resolved. then we can optimize.  and make better recommendations for future upgrades.

That has absolutely nothing to do with ddr3 which has much lower cl timings, games are primarily latency intensive and scale differently with memory. For instance 2400 mhz cl 9 ddr3 will perfrom better than 3000 mhz cl 19 in most titles.

Much? Don’t agree with that. Possibly slightly.

 

possibly this guy has some next gen off brand North Korean ram?
