I'm on Windows 7 and use a payware program called Actual Multiple Monitors. It lets me have independent taskbars with the system tray on each. It also has loads of other functions, but I just use it for different backgrounds on all four monitors and independent taskbars on them. I don't know of a native way in 10 to do it, but I know AMM is a sure fire way.

I'm pretty sure there's a native way to do it with 10. I wish I could do it with 7, I love 7 so much and the transition to 10 is gonna slow.
