i tried to find this app and couldn't. i did install another cleaner app that i had previously purchased and i did clean about 7gb. I wish macOS would be more transparent about this stuff as i am no stranger to risky solutions and terminal. also since i started this post macOS has consumed another 20gb

EDIT: I deleted my final cut library and now 40gb of the system folder disappeared and now show up as documents. I thought macOS was for people who don't want to deal with this kind of stuff.

Yea nothing is perfect but I have never had the issue you are having but I did have the issue where my iMac, MacBook, iPhone, and PC iCloud app were all storing everything uploaded into iCloud on my local HD on all my machines too except the phone.  This happened after an update also.  I had to set my setting to not auto downloads my iCloud pics, docs, ect... to my local drive.  “Just stay in the cloud till I say so okay !”  Maybe this helps you also.

ive had macs for years but in this latest update both computers i have (one of which has only had blender installed and nothing else) have this strange issue with the system folder slowly consuming all my storage. this is even more an issue because i only have 128GB. Thanks :)609293917_ScreenShot2019-01-08at11_49_10AM.png.faec424e41a8ddac7c84c489c31bb760.png

PS The big light gray bar is the system folder
