Bad MSI GTX 970

I have a problem with an MSI gtx 970 gaming 4gb I bought half year ago used, Ive had problems with it since I bought it, but to make it stable. I need to underclock it HEAVILY, https://gyazo.com/fa140440ac26593260d32495211c1d95  https://gyazo.com/2f9217fded091cd4f63fa5c42d9e2b31

I have the latest vbios aswell.. 

Everything is connected properly

Is the card dying? xD

This is my secound pc so should I used this heavily underclocked gtx 970 or an old AMD radeon hd 6780 from 2010 I have laying around or can I fix this 970..

i5 7500

16 gb ram

brand new be quiet system power 9 700w 80plus bronze, tried with my 850w 80plus bronze aswell so psu is not the problem.

bought this card used for 150 dollars half year ago and I get problems like this, feelsbadman

afterburner is reporting the card to be at 1.212v which is particualrly close to the NV stockbios. It could be this card had the silicon heavily degraded. Maybe coin mining. Maybe modding and overclocking, who knows. At least is consistent with you having problems to make it stable and now the card refusing to clock higher.

 

which bios is the card reporting to have installed?.
