Bad performance in easy to run games?

Hello, I have an i3 6100 and a GTX 1060 3GB and in team fortress 2 I had to get a performance confit in able to stay about 60 FPS at all times. Then in csgo with maxed settings I get 70-90fps? It doesn’t make sense.
