If you're taking about different brand PSU's being on the same "platform" then that means dfferent brands are using the same original manufacturer and that manufacturer builds the same PSU and just slaps different logo's and a few extras on for each brand they make PSU's for. One example is SeaSonic who has their own line of PSU's but also makes PSU's for other brands like Corsair and Silverstone so they may have a very similar design.

I mean, for example there's the EVGA GD which is the same platform as the pure power 10/11 PSU (FSP Raider II)

 

but I don't know to what extend a different PSU is considered the same platform.

 

What parts can change? PWM/PFC controller, topology, transistors, supervisor IC, etc
