Yes, there's a difference of 15Hz. I personally can tell the difference between 60Hz and 75Hz when playing games, but not everyone can.

I feel it in Games more than Windows.
Likely because your eyes can judge the smoothness with more "Visuals" to go on...

It really is "Felt" by the Brain.

I'm using an Ultrawide 1080p at 75hz, and a 1080p 30" at 75hz (Native, not OC)
I can't speak for others,.. but it works, is "felt" and improved my gaming in some scenarios noticed...

Sweeping the mouse Hard Left to Hard Right, for Camera/Aiming is where you'll see/feel it most.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I can tell in my MMO's like FFXIV going from a 60 hz monitor to a 144hz monitor even though the games only running in the 80's framerate wise, was hugely noticable how much smoother it was.  Gsync helps too

I've used 75Hz monitors for a year now (Technically only 2 monitors) and I can certainly feel the difference going back to 60Hz. The 15Hz makes a lot of difference in games to me.

I have a GTX 1060 which can easily get 75+ FPS in the games I play and so it's capable to run a 75Hz monitor comfortably.
