[HELP]OC R5 1400 on Msi B350 gaming plus

i try to oc my cpu and i set it on 37.00 ratio and 1.4V

and my ram is already on 2933

when my system restart once and it is stuck i left it for 30 mins as if it was setting the bios and the other things but it doesn't boot so i rest by pressing my rest button 3 time and then nothing change and it is only set on 32.00 ratio and don't want to go above any help
