Hi, My moms birthday is in June and I would like to build her a PC and use it for kinda a family PC. Budget is $250 and under. I would like it to have a CD drive but its not needed. Micro ATX. No Athlons since they melt. And It would not need a dedicated GPU. I would also like atleast 8GB of ram. Thanks!

I think you shouldn't buy any thing at all then because 250$ for an entire computer is an absurdly low budget, only way here is going full used parts, considering old Dell/HP and such prebuilds from eBay and finding something this is rather harder to go through than go on pcpp set up the best bang for money using brand new stuff.

Athlon chips don't melt. As long as you keep the temps reasonable, chips don't melt.

I would personally go with an old Dell workstation like a T3500 or T5500, the HP ones like the Z400 or Z600 use propriety power supplies and adding to them requires modifying an ATX PSU and internal soldering or many janky adapters, you can find decent older i5\i7 Dell T3500/T5500 for around $100-150 and then spend the rest of the budget on a GTX 750 TI, will play most games on medium settings or even some of the latest ones on low if you bump the resolution down to 768p or even 720p. The Dell T3500/T5500 also come with an 80+ silver PSU so you get a lot more efficiency put of them compared to budget builds you can do yourself.
