GTA IV Windows 8.1 issue

I can't launch the game on steam I log in with social club and it just hangs and opens nothing anybody know a fix I liked to play a bit of GTA in my breaks at college on my old laptop and want to do the same now I have a new one.

PS:yes I have tried compatibility mode

I've had some trouble in the past with GTA IV hanging at launch.

 

Try some of the Steam launch options: https://support.steampowered.com/kb_article.php?ref=1040-JWMT-2947

 

You can access the GTA IV launch options by right clicking the game in your Steam library and going into "Properties" and then on the pop up window click on "Set Launch Options".

 

You can set flag parameters by signifying the command with "-" and then the appropriate command.

 

Example;

 

I'd try those two commands first. It should launch the game in 800x600 and in the lowest DX mode, then troubleshoot from there.
