CPUs behave differently at different temps. Like Zen 1 overclockes quite nicely at sub abient temps.

 

Reverting to regular cooling would overheat the CPU because of too high voltage and the voltage itself would probably instantly kill the CPU.

Changing the voltage back is usually a good idea, hm?

Yes it would most likely work normally if reverted back to normal. But you might see some degredation if you have been doing extreme overclocking.
