The only "White" AM4 motherboards I found are the MSI B450M MORTAR TITANIUM, MSI B350M MORTAR ARCTIC, and MSI B350 TOMAHAWK ARCTIC, and they all cost over €100.

ASrock pro 4 kinda fits that, but like @r2724r16 said- for pure white you'll have to up your budget
