Looking for PC build under $2000CAD

My dad's main use for the build is for Photography (viewing and editing photos he's taken) and watching HD movies. Also, he wants to hook the build to his large Samsung HD plasma TV.

Probably another thing to note, he's NOT a gamer.

What components would you suggest that together cost under $2000CAD and that includes the type PC monitor.

What exactly is he doing with the system in regards to photography?

Is a copy of Windows or any peripherals needed other than the monitor?
