I would add a second 8GB stick of the same ram and than test it again.

Just to explain:

Your Memory Bandwidth is severely cut when using only 1 stick

i went out and bought another Ram stick and still have the issue, what other part can be the problem?

Did you install them correctly? Running dual channel requires you to use a specific set of slots. Usually A2 and B2, what motherboard do you have?

Install MSI Afterbuner or EVGA Precision X1 and make sure that your GPU power usage and GPU percentage are hitting 100%.  I have seen weird issues where Nvidia cards limit themselves and usually require running DDU to clear everything out and reinstalling the display drivers.

hello.

Well i tried what you say and the problems persist, but i realized some thing when i play in 1440p my card stay betuin 50% and 85% of use, and i have the problems. So i try to play in 4k all in ultra and the card stay all time in 99%, 39 to 45 fps most of the time but not a single drop.

Maybe that can be the problems? some way to fix it? or that is normal?
