my mobo description is saying 1.5v ddr3 would it be okay if i got some under or over 1.5?

You can, but memory voltage doesnt affect the board itself so you shouldnt follow its advice in the first place

When thinking about buying new memory for your system, the best thing you can do is to check the Qualified Vendors List (QVL) for your motherboard.  The ram on the QVL list has been tested by the motherboard manufacturer and has been found to operate at its best when coupled to that particular board.
