POE in a switch is extremely expensive last I checked, especially for 19 connections.

You would be better off with POE injectors for the lines you need powered.

QoS is also going to be a tough ask, especially if you want QoS that does not suck.

microtik has a nice 28 port switch (24 gigabit with poe) and 4 10gbps (sfp+) ports , the CRS328-24P-4S+RM model : https://mikrotik.com/product/crs328_24p_4s_rm

Amazon link for this one ( 360$ plus shipping) : https://amzn.to/2CpfqZa

You could install a cheap 20-30$ 10gbps sfp+ ethernet card in your media server and use a DAC cable to connect your media server to the switch.

if you want something cheaper, this looks like a good product at $230 :

NETGEAR 24-Port Gigabit PoE+ Smart Managed Pro Switch with 2 SFP Ports (GS724TPv2) : https://www.newegg.com/Product/Product.aspx?Item=N82E16833122950

24 ports + 2 sfp (just 1 gbps) , 190w budget for poe (less than model above)

Amazon link for this one (230$ plus shipping) : https://amzn.to/2CoUktN

2U servers can fit in 600mm and 800mm deep enclosures. 800mm depth is the most common if you use pre-made server equiptment. I'm not really the best at networking so i leave that for someone else to give you advice on :)

Maybe I will not go with POE i don’t need it just yet but the qos would be nice. The 300 mark is just to high plus I’m from Canada do that is over 400

Depending on your network layout QoS may only need to be had for a single connection.  In which case you can use something like a fast DDWRT router as a QoS gateway to that connection.

This is not usually how you would set up a commercial network, because you would be using very high end routing/switching gear with good QoS to start with, but it works for home networks with limited budgets.

You can also kinda skip QoS if you do a 10gb/s or 40gb/s uplink to your servers on a network with 1gbe clients.  Just depends on what you expect QoS to do for you.
