Why would you bother trolling us watercooling an i5 that can't overclock?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Stock cooler should be fine unless you think it's too noisy.

Are you using Amazon or some other stores? If you link them, I can check if there are better options than 212 in same price range.

It's still overkill, but your choice.

Will it fit in spec 1

Actually no. Case can fit 154mm coolers. So Gammaxx 400 does fit barely.

https://www.amazon.in/Deepcool-Gammaxx-300-Universal-Cooler/dp/B007JEMX4Q/ref=sr_1_95?s=computers&ie=UTF8&qid=1545579788&sr=1-95&keywords=Cpu+cooler

This one does fit.

The clearance listed for Corsair Spec cases are conservative and don't account for the side panel bump.

Here are some examples with the Hyper 212 Evo:

Spec-01: https://pcpartpicker.com/builds/by_part/hmtCmG#e=644

Spec-02: https://pcpartpicker.com/builds/by_part/hmtCmG#e=455

Spec-04: https://www.amazon.com/CORSAIR-Carbide-SPEC-04-Mid-Tower-Gaming/dp/B06XTPNCMM

Every cooler mentioned so far is overkill. Why not stick with the stock cooler?

Yes. The links I provided show systems with the 212 Evo being used on the Spec-01. That being said, the Gammaxx 400 mentioned is better and probably cheaper.
