Low framerates with powerful components.

Hi im looking for a possible fix to getting low gpu usage in games. My setup consists of an AsRock ab350m pro4 mobo, a Ryzen 1700, 8gbs of 2400mhz ram single channel, a GTX 1070, a Corsair CX550m psu and a 500gb WD SSD. Also im using the latest drivers and having a 75hz 1080p display. So what happens in most games is that either i'm getting down to 30-40 FPS in multiple games while having a low CPU and GPU usage or my FPS just jumps around a lot and thus frametimes are also very inconsistent. Could the amount of RAM be a bottleneck? I really have no idea what can cause this issue and I am really frustrated by it because i just upgraded my gpu, and I'm seeing no impovement because of this issue. Any help would be appreciated. ( Below i have some screenshots of this happening in a few games on a google drive folder. Every game you see is in 1080p Max Settings without v-sync or g-sync.The games are in order: Ring of Elysium, Forza Horizon 3, Hitman, BeamNG)
