Hello I am not new to PC building but I have never had a higher end system. I was wondering if anyone could let me know if a ryzen 5 2600 and a 1070ti would be a bottleneck. I mainly plan to play and stream Fortnite. On the side I do a little big of graphic design in Photoshop and editing in Premiere Pro. Thank You!

it shouldn't be I have an gtx 1080 and ryzen 2700x it works perfectly. I'm 100% positive there are no bottlenecks.

I will be playing on a 1080p panel at 144hz

It also depends on the settings you play, and what game it is. There is always a tiny little smidgen of bottlenecking, but obviously people are looking to get as little as possible. You should be fine for everything.
