Might be a sign of an issue with one/more than one of the fans, but if there's no noise when operating at normal speed I wouldn't worry too much yet.  Might just be a weird resonance at the slower speeds as it's spinning down...

yeah makes sence. I changed it and now only my crappy GTX 1060 makes fan noises. I am saving up for a GTX 2080. is it worth it? my other specs are good and there will be no bottle necks

Depends on the games you play and what resolution your monitor is.  Objectively it's a good card (overpriced maybe, and also in a strange middle-land between the 2070 and 2080ti), but might not be the best buy for your use case.

light? wow can vibrations from sub damage anything? and can vibration in general hurt?

Yes, vibration COULD hurt the computer if severe enough for long enough.  But, for a sub to do that you'll likely have the cops called for noise complaints long before it harms your computer.

OK is a CPU heatsink that weighs 960 g too heavy? For a pc that will shake sometimes? And vibrate (from sub)

No, that weight is fine as long as the proper heatsink mounting hardware is used.  The Noctua NH-D15 weighs 1320g with fans as a point of comparison.  Many people use that with proper mounting hardware without issues.

Regardless of heatsink size, you don't want you computer to be vibrating/shaking...  Move your sub.

You're trolling me now, right?

Just use common sense.
