Was about to troubleshoot my power supply,

anything to pay attention to during the paper clip test?

well, not shorting out any pins other than the green wire to a black wire. if the fan spins, you're good.

Green to Black, put them before you plug the electricity.

Its safer to use a electric plug with an on off switch.

Ok so, if the paper clip test worked, does that mean that the PSU is worling as intended? The fan was spinning properly during the test

it means the PSU starts up. it doesn't mean it's working properly, for that you would have to at least measure all the voltages on the pins with a DMM, preferable under load.
