Depends on which case it's in, what other hardware is in the PC, how many fans there are, the layout of the fans, the RPM of the fans, the ambient temperature, etc.

Up to 86 degrees is fine.

I have 6 corsair fans and a msi core cpu with 2 fans and the gpu fans on the gpu

should it be going up that far and fast because i leave my pc doing nothing and it goes from 15c to 48c in 2 mins

MSI uses what they call 'Zero Frozr' mode which means the fans don't run unless the GPU hits 60 C.  My MSI 1080 sits around 55 C just using light desktop stuff (general internet browsing, Youtube, spreadsheets, etc).  Totally normal and not a problem.  If it bugs you just force a custom fan curve via Afterburner that has the fans on all the time.
