Hopefully this block diagram of the CPU you have makes things clear:

Basically AMD markets your processor as being "Quad core" because they count each "Integer Core" as... well... a core. However as far as the OS is concerned, the entire module is a core because each of those Integer Cores share a single input port on the top of the diagram. The OS can't directly put work on the integer cores separately. It can only schedule two threads on the module and hope for the best.
