No, I don't believe the quality can get much better assuming it's something comparable to a Blue Snowball. The item you posted isn't a sound card like you think it is, it's a USB to Mic/Headphone adapter.

That one, no, probably not. Unless you onboard is total garbage.  But if you go with a high quality usb sound device like such: https://www.amazon.com/Schiit-Fulla-Converter-Headphone-Amplifier/dp/B07KWG13Q4 then yeah it makes a difference.
