I was going to recommend either the Be Quiet Pure Power 10 400W  or the Corsair TX550M, or maybe even the Cougar GX-F 650W (don't know a lot about this unit)... However unfortunately they're almost double your budget...

The best unit I can see anywhere near your budget would be the CoolerMaster MWE 650W for 250AED. You don't need 650W, but it looks they don't have any lower wattage MWE units.

Its definately better than some hyped units that use Nippon Caps...

But that's not hard,  about 8 years later after the introduction.

 

Still, in that price segment, here in Europe, it has 2 strong contenders:
Xilence Performance A+

be quiet System Power 9

 

Both are 230VAC only...

And both are DC-DC (400W and up).

Problem is, you cut your volume in half shipping a 230V only product (can't sell in the Americas, Japan, Taiwan, etc.) and typically the customer in the VS market wouldn't know why they need DC to DC.

 

It's a "race to the bottom", as they say.

Depends on how the group regulation is implemented.  Some PSUs actually don't see drastic voltage changes when crossloaded.  Some will actually wake up from a C7 sleep state.  But the general rule of thumb is to stay away from group regulation if you want reliable performance.

Group Regulation is OK if you have a constant, known load on all rails.


Problem is: We don't have that on PC.

Neither is the load constant nor known, so you have to optimize the design for what you think might be the best Compromize for the setup. 


And that is the problem, essentially...

Because if you were wrong about the load distribution, the voltage might go out of spec...

But the thing is voltages with go out of spec only from time to time, whenever that specific crosload occurs isn't it?
