My GPU won't run at full speed.

Download Ryzen Master and enable gaming mode. THere is an issue with performance in gaming with Threadripper and this is a fix for it. See if this works for you. 

I've had this problem with my 980 ti, 1080, 1080 to and now my rtx 2080 to. I've used heaven benchmark and many other benchmarks to examine the usage of my GPU and it won't go over 70% usage. I've set my power setting to perfer maximum performance. I've reseated the GPU. I've reinstalled graphics drivers. My mobo is up to date. I've even rest my PC multiple times and still doesn't work. Nothing is being bottlenecked. I've completely ran out of ideas and I need help. I've spent a good bit of money on this computer for a great gaming expierencing that I can't even get.

Asus Prime x399-a

4x8gb ddr4 3000mhz Corsair vengeance pro rgb.

Amd 1920x threadripper 

Asus dual rtx 2080 ti oc.

If its a gpu issue then furmark would show it. Aka furmark is unlikely to be limited by the thread ripper cpu (even tho that cpu shouldnt anyways). NOTE FURMARK IS A POWER VIRUS AND I DON' T SUGGEST YOU USE IT FOR LONG. just to see it spike to 100% (aka it pushed the cards power to the max but also stresses the gpu hard).
