What is holding back

I'm usually playing GTA V with MSAA x2 (MFAA on in nv control panel) G-Sync, V-Sync off, 1440p (average 95fps).

 

Now if I want higher fps I can turn off ingame MSAA but then GPU usage is only around 80% without the CPU being a bottleneck.

Why does the GPU not reach a 95%~ load with MSAA off?

 

Also if I set the ingame refresh-rate at 85Hz with V-Sync on , at first I get 85fps but then it drops to around 64fps for no reason without changing graphics settings.

I used to be able to control the fps ingame with these settings but for some reason this isn't working anymore, previous driver the same.

If I set the ingame refresh-rate at 144 or 165Hz then the fps are up again.

Hmmm you should be able to push the settings a little higher the graphics without loss of performance. Try to get 1070 to hit that 95% mark

What is the bottleneck, neither my GPU and CPU are at 100%.

I only have MSI AB and RTSS and Steam running in the background, it's not even online while playing.

And that's the issue, it won't with MSAA turned off.

Can't, the game is on Steam.

I just play it in story mode without internet connection.

forgot GTAV is steam... im a genius. 

 

but yeah, try userbenchmark to see what the background CPU is while idle. close steam and run it

The bottleneck is probably the CPU. I'm willing to bet one of the threads are maxed.
