Having the info on the PSU would be nice but it's probably the stock Dell one, if this is the case then I'd upgrade that first before you look at upgrading the GPU.

4th gen i7, should be fine to have a 1070 with it. The 1070 ti uses less power than the r9 270 anyway.

The 1070ti actually uses about 50w more during full load so I'd honestly check on the PSU first and probably even get a new one. 

 

Maybe the OP can open up the pc and show a picture of the inside and maybe some more hardware info.

i really hate to say this but i have a non-smart phone, and no camera

Also take a look in windows PC settings or something where it should say the exact cpu model name.

Look out for the price of the 2070. You might be better off with a GTX1080/Ti which is about the same performance but a lot less money used. 

Also, the PSU, make sure to give our PSU Tier list (in cases and psu subforum) a look so you get a decent unit.

Look on the top or sides of the case for service tag number.  Post it here.  That will help determine the configuration of the system if you did not upgrade it on your own.

 

Also run GPU-Z (https://www.techpowerup.com/gpuz/) and post the screenshot here.
