Thunderbolt 3 between PC and Mac

Is there a way I can connect a mac and pc over thunderbolt 3 so that they can share files?

From searching it seems like I can, but it is bad at explaining how.

Also the linked article is not working. The server comes up, but there are not volumes to mount.
