I7 8700K Can't Reach 5GHz at Common Voltage

The guy I bought it from couldn't get passed 4.9 ghz @1.33. I do not know why. He was also disappointed it wouldn't do 5ghz all core at 1.2v. I've had it for a few years now and it is the best processor I own next to my 12400. And the jury is still out on the 12400. I have been too busy to test then both.
