Notification Panel Not Working! (F*ck you Microsoft)

This happens only with Windows 10 October Update. My notification panel will stop working suddenly(It never gets fixed after it gets broken-force clean install required but it will do the same after some time). It still shows the number of notifications that i have but they never pop up and when i click on the notification panel it doesn't show anything. I already formatted my PC some time ago so this isn't the case. It doesn't even show the "No notifications" text.
