8700K idle clocks and voltage

Hello. Is this normal. My clocks and voltage are fluctuating in idle. I mean 800mhz 0.72v and jump to 2300 mhz 1.2v then maybe 4600mhz 1.3v and 800mhz or 2000mhz or again 4000mhz this time.  Is this normal voltages jumping? Google chrome opened and even with closed the same. Win 1803 ( win issue i know )

It's normal. Saving power when there isn't any work for the CPU to do.

yes, its not an issue. Thats power saving features.
