Psu failing?

Hi, I was wondering if the psu on the Dell inspiron 580 is failing. I wanted to enter recovery mode for windows 10 to install unsigned driver monitor driver from Dell. I had to unplug the power supply while windows 10 attempt to boot but when I plug it back in and press the power button, it doesn't turn on(the psu green led is not on too). I've noticed that the motherboard light is on so I unplugged the power and wait for the motherboard led to go off, once the  motherboard led goes off and I've plug in the computer and press the power button, it turns back on
