Wierd issue with 4k monitor

Sologram27

Right so i noticed today that my framerate appears to be locked a 30hz when using 4k on my pc. I am using display port to connect the monitor to my gtx 1060. it appears that when i plug a 1080p monitor in as a second display it drops to 4k 30 hz?

This is the 4k monitor: http://www.ebuyer.com/727524-acer-cb241hqk-23-6-4k2k-ips-monitor-um-ub1ee-001

This is the 1080p monitor https://www.asus.com/uk/Monitors/VS248HR/

I am on windows 10 with an I5 6500

i have had the monitor running at 4k 60 hz previously but i am now completely lost as to what could have happened...

any ideas would be greatly appreciated!

currently looking for older drivers

the issue appears to be that as soon as another monitor is connected to the GPU the 4k monitor drops to 30hz

on the seciond monitor i have tried dvi-dvi

hdmi-dvi

hdmi-hdmi
