There are none. Not a matter of there not being any good ones, there just are none with those specs.

If you drop IPS or 120/144Hz you can get those specs, or if you move up to 1440p.

I'll move up to 1440p, what's there?

Asus MG279Q (FreeSync)

Acer XF270HU (FreeSync)

AOC AG271QG (GSync)

Acer XB271HU bmiprz (GSync)

ViewSonic XG2703-GS (GSync)

Asus PG279Q (GSync)

Cheapest is around $550 (Asus MG279Q) and most expensive is the about $800 (Asus PG279Q). They're listed in order of price BTW. All models with those specs have some adaptive refresh rate technology as it's really the perfect configuration for it.

Thanks! How about getting 1080p without the 144hz?

If we're talking IPS 60Hz 1080p, I'd only recommend the Dell U2414H as it's just better than everything else on the market IMO.

EDIT: Excluding Proart type monitors here. Talking non-professional grade monitors at a reasonable price.

How about the Dell SE2717H?

27" is too big for 1080p IMO. Personally, I'd stick with 24".

The panel on it seems good, but the lack of VESA mounting is a bit of a deal breaker for me.
