You're not doing anything wrong. This is just the power saving features kicking in; when you don't need all that power, the clock goes down. This is expected behaviour, and while you could disable that if you wanted to, there's really no reason to do so. JUst leave it as is.

I just bought CM hyper 212 evo , i OC my 4690k from 3.5 to 4.2 with vcore voltage setted at 1.16 on stress test by prime95 v26.6 on cputemp i have max temp around 65 max 100%core use . When i stop prime my core speed drops to 800mhz . When i turn it on again is again jumping to 4.2 but ussually its still 800mhz . Am i doing something wrong ? Everything i changed is just a multiplier on core to 42 and vcore voltage to 1.16 . I spend hours testing and changing bios settings and imnot quite sure how to get it stable , windows settings at power save mode is performance ...

And also is it healthy to run my cpu on 4.2 even when idle ? (Idle temp is around 30c)

I might be wrong but I think it's actually slight better as when idle, your CPU will step down to 800mhz (saving power as well as not making your CPU work too hard). I remember mine to be like this as well in the past. Then I think I changed something in BIOS and now it's all the way 4.5Ghz ... Can't remember how to change it back. :(

I just need to prevent extra test to make sure is jumping back to 4.2 while gaming . Just want to make sure , if it will keep droping i may adjust voltage but very unlikely , i love that temp because i may go higher with multiplier then now tho

There are a few different power-saving features within the UEFI BIOS.

Disable 'Intel Speed Step' (I believe Gigabyte lists it as CPU EIST in their BIOS) if it is still Enabled.

It is part of your i5-4690K, I'm 110% sure. "I'm not sure if I've got anything like this..." does not apply for your i5-4690K.

Reset your bios and the OC again lol.
